Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below:
Time in grade:
Applicants must have one-year (52 weeks) at the next lower grade level to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). For the GS-13 position:
Applicants must have at least one year of specialized experience equivalent to the GS-12 grade level in the federal service that demonstrates the following:
1) Classifying positions; 2) Performing federal staffing duties, such as job analysis, building assessment questionnaires and job announcements, determining eligibility and qualifications of applicants, and coding personnel actions; 3) Providing human resources advisory services to employees and managers regarding staffing/recruitment and classification/position management; and 4) Leading or mentoring an individual or a team. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
