At the GS-07:
Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with the review of HR programs or recommending system improvements to increase program effectiveness; providing advice on personnel actions; or assisting with evaluating data from automated HR systems and databases. OR Education:
completion of 1 year of graduate-level education, if related OR Superior Academic Achievement (S.A.A.):
Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class Standing - applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average - applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. OR A combination of education and experience as described above. At the GS-09:
Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience reviewing HR programs or recommending system improvements to increase program effectiveness; providing advice and training on HR and personnel actions; or evaluating data from automated HR systems and databases. OR Education:
Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related to the position. OR A combination of graduate level education and experience as described above. AND Selective Placement Factor:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
