At the GS-09:
One year of specialized experience equivalent to the GS-07 grade level in the Federal service which has equipped the candidate with the Knowledge, Skills, and Abilities to perform the duties of the position. Specialized experience is experience analyzing and compiling budgetary data; participating in budget development, formulation or execution functions and using automated financial management systems to monitor funds and extract information. OR Education:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree of LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities (or competencies) necessary to do the work. OR A combination of education and experience as described above. At the GS-11:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service which has equipped the candidate with the Knowledge, Skills, and Abilities to perform the duties of the position. Specialized experience is experience compiling budgetary data to prepare budgetary tables, schedules and reports; analyzing budgetary data using automated financial management systems; and presenting financial data to program level officials and stakeholders. OR Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities (or competencies) necessary to do the work. OR A combination of education and experience as described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
