If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Qualification Requirements:
If qualifying based on experience, your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-12 level:
Applicants must have one year of specialized experience (equivalent to the GS-11 level) that demonstrates experience formulating and recommending policies governing a variety of human resources functions required to effectively meet current and long range human resource management goals. At the GS-13 level:
Applicants must have one year of specialized experience (equivalent to the GS-12 level) that demonstrates experience formulating and recommending policies governing a variety of human resources functions required to effectively meet current and long range human resource management goals; and experience developing technical information and documents to inform managers and employees on program issues and related policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
