If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Qualification Requirements:
If qualifying based on experience, your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-05 level:
Applicants must have three (3) years of general experience, 1 of which was equivalent to at least the GS-04 level; or its non-Federal equivalent that included experience planning and organizing work; analyzing and evaluating problems in order to determine appropriate solutions; and communicating findings to others. -OR- Successful completion of a full 4-year course of study in any field leading to a bachelor's degree. At the GS-07 level:
Applicants must have one year of specialized experience (equivalent to the GS-05 level) that demonstrates experience interpreting and applying standard Human Resources rules, procedures and requirements in order to provide effective HR services to customers. -OR- 1 full year of graduate level education in a related discipline that demonstrates the knowledge, skills, and abilities necessary to successfully perform the work of this position (e.g. Human Resources Administration, Human Resource Management, Industrial/Organizational Psychology). -OR- Successful completion of a 4-year degree demonstrating Superior Academic Achievement which is defined as a GPA of 3.0/4.0 for all courses or 3.5/4.0 for courses within the major field, or standing within the top third of a graduating class, or membership in a national scholastic honor society. At the GS-09 level:
Applicants must have one year of specialized experience (equivalent to the GS-07 level) that demonstrates experience performing operational work in one or more of the following HR functional areas:
Position Classification, Recruitment and Placement, Performance Management, Employee Relations, Labor Relations, Employee Benefits, Workforce/Human Capital Planning and Compliance, Human Resources Information Systems, or Employee Development. -OR- Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in a related discipline that demonstrates the knowledge, skills, and abilities necessary to successfully perform the work of this position (e.g. Human Resources Administration, Human Resource Management, Industrial/Organizational Psychology). At the GS-11 level:
Applicants must have one year of specialized experience (equivalent to the GS-09 level) that demonstrates experience performing the full range of operational work in one or more of the following HR functional areas:
Position Classification, Recruitment and Placement, Performance Management, Employee Relations, Labor Relations, Employee Benefits, Workforce/Human Capital Planning and Compliance, Human Resources Information Systems, or Employee Development; and providing HR advisory and technical services to management and employees. -OR- Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in a related discipline that demonstrates the knowledge, skills, and abilities necessary to successfully perform the work of this position (e.g. Human Resources Administration, Human Resource Management, Industrial/Organizational Psychology). At the GS-12 level:
Applicants must have one year of specialized experience (equivalent to the GS-11 level) that demonstrates experience performing the full range of operational work in one or more of the following HR functional areas:
Position Classification, Recruitment and Placement, Performance Management, Employee Relations, Labor Relations, Employee Benefits, Workforce/Human Capital Planning and Compliance, Human Resources Information Systems, or Employee Development; providing HR advisory and technical services to management and employees; and analyzing, evaluating and recommending solutions to complex HR problems and issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
