Program Analyst

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade:
Applicants must have one-year (52 weeks) at the next lower grade level to be considered for the next higher grade (e.g. one year at the GS-07 grade level for consideration for the GS-09 grade level). GS-9:
One year of specialized experience equivalent to at least the GS-07 level in the Federal service. Specialized experience is defined as:
assisting with identifying, analyzing and making recommendations to resolve technical and administrative problems; developing management procedures, guidelines, and processes; analyzing program operations; coordinating a variety of organizational and management activities, and/or developing and presenting reports for management utilizing a variety of software and data. OR A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. Time in grade:

One year of specialized experience equivalent to at least the GS-09 level in the Federal service. Specialized experience is defined as:
providing detailed analyses of a wide variety of technical and managerial issues; developing management procedures, guidelines, and processes; analyzing program operations; coordinating a variety of organizational and management activities, and/or developing and presenting reports for management utilizing a variety of software and data. OR 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
