Basic Requirements:
Degree:
4-year course of study leading to a bachelor's degree with a major in any field. OR At least 24 semester hours in any combination of the following fields:

At The GS-11 Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing a full range of pre-award and post-award contracting activities; serving as a Contract Officer for an organization's acquisitions; and ensuring commitments for expenditures are in compliance with all applicable guidelines. OR Education:
Ph.D equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related. Related degrees include accounting, business, finance, law, contracts, purchasing, economics, and industrial management. Note:
if submitting a law degree, it must be an LL.M, Masters of Law in order to meet the qualifications. OR A combination of education and experience as described above. At the GS-12 Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing a full range of pre-award and post-award contracting activities; serving as Contract Officer and a project leader for acquisitions; ensuring commitments for expenditures are in compliance with all applicable guidelines; and providing guidance to specialists and technicians in acquisition and contract activities. At the GS-13 Basic Requirements:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4 years of experience in contracting or related positions. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exception:
Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing a full range of pre-award and post-award contracting activities; serving as Contract Officer and a project leader for acquisitions; ensuring commitments for expenditures are in compliance with all applicable guidelines; providing guidance to specialists and technicians in acquisition and contract activities; and participating in program management coordination and long-range planning for acquisition and contract management programs. NOTE:
Applicants who qualify and are selected at the GS-11 or GS-12 levels will be required to meet the basic requirements at the GS-13 level before any future promotion to the GS-13 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
