This position is located at the Pacific Southwest Research Station. The selectee will be stationed in Albany or Davis, CA. to be determined by the selecting official. This employee is responsible for science quality assurance and relevance, policy formulation, advice and leadership in responding to complex issues regarding the development of scientific research programs.

Responsibilities
Serves as a technical expert and coordinator in providing intellectual leadership to initiate dialogue, generate policy recommendations, interventions, and support all aspects of the Station?s research.
Provides expert technical leadership in the development and implementation of national and station research direction, science quality assurance and relevance, standards and procedures for research and core program of work direction.
Coordinates with station Executive and Leadership Teams to develop programs to share the Station?s science with stakeholders and ensure effective science delivery
Assesses the impact of substantive programs and policies-including legislation, new USDA and FS policy, and State and private sector policies related to forestry research and resource management-on assigned projects.
Guides Station program development into areas of emerging interest and where application of station science to complex and challenging issues is critical.
Monitors and evaluates the quality and effectiveness of major research projects through periodic review visits.
Oversees the release of research results in the form of technical and non-technical publications, talks, reports, and field demonstrations
Utilizes analytical techniques which may be controversial or unconventional to conduct studies, evaluate results, and provide impact analyses of available strategies.
Maximizes integration of program activities with other Federal, State, university, and industrial laboratories engaged in research efforts that relate to, or complement, those undertaken by the station.
Seeks to leverage Station resources by seeking and communicating opportunities for collaboration on research themes, science application, program delivery, and technology transfer.
SUPERVISORY RESPONSIBILITIES (20% or less of the time): Provides technical and administrative supervision to employees in a variety of professional and non-professional occupations (GS-5 thru GS-15).

Basic Requirement for Social Science Series (0101):
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Basic Requirement for Biological Science Series (0401):
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education.
Basic Requirement for the Physical Science Series (1301):
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to meeting the basic education qualifications for at least one of the series above, you must possess the following specialized experience and/or directly related education in the amounts listed below. You must provide your transcripts for qualifications based on education. Your application or resume must clearly show that you possess the specialized experience requirements.
Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
For the GS-15 level: You must have at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
Examples of specialized experience at this level include: Supervising the full research science cycle for a multifaceted organization including research planning, implementation, and results dissemination including science delivery; or Analyzing and implementing new methods or techniques to solve management and organizational problems with unprecedented or novel aspects related to natural resources or social science management, leadership and science delivery.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
